If exchanges don’t support UASF, can it still succeed?

I'd love to have Segwit, but UASF has me scratching my head. Near as I can tell, all support so far has come from ordinary users running BIP148-enabled nodes. No major exchange has agreed to participate. Doesn't this mean that miners can simply ignore all this and keep doing what they've been doing, safe in the knowledge that exchanges will let them cash out their rewards?

Are we expecting exchanges to get on board with this? What happens if they don't?
